https://www.bilketa.eus/ark:/27020/dumas-04297042Université de Bordeaux (UB)Nadine theillaumasBertheault-Cvitkovic, FrédériqueHAL, dumas-042970422020-06-20Le centre d’accueil temporaire pour migrants, Pausa, à Bayonne, a accueilli de sa création à l’automne 2018 à avril 2020 plus de 12000 migrants/an pour la plupart originaire de l’Afrique de l’Ouest. Sa cogestion par l’association de bénévoles DIAKITE et par la Communauté d’Agglomération Pays Basque (CAPB) qui en a la responsabilité légale et le subventionne sans l’aide de l’Etat, est une expérience originale en France. La CAPB et ses professionnels d’une part, DIAKITE et ses bénévoles d’autre part ont chacun leurs logiques humanitaire et professionnelle. De fait, le fonctionnement du centre s’est progressivement complexifié avec des difficultés de communication entre les 2 institutions. Ces difficultés semblent liées à des conflits de logiques. Les enjeux de pouvoirs notamment politiques, locorégionaux et nationaux, conditionnent la pérennisation du centre et sa mission humanitaire. La reconnaissance du travail des bénévoles est un des leviers disponibles pour résoudre une partie des conflits observés. Les migrants sont le point d’union entre professionnels et bénévoles et le miroir des bonnes pratiques des aidants à leur égard, sans parvenir à être les acteurs de leur subjectivation.The temporary reception center for migrants, Pausa, in Bayonne, has welcomed from its creation in autumn 2018 to April 2020 more than 12,000 migrants/year, mostly from West Africa. Its co-management by the volunteer association DIAKITE and by the Basque Country Agglomeration Community (CAPB), which has legal responsibility and subsidizes it without the help of the State, is an original experience in France. The CAPB and its professionals on the one hand, DIAKITE and its volunteers on the other hand each have their humanitarian and professional logics. In fact, the operation of the center has gradually become more complex with communication difficulties between the 2 institutions. These difficulties seem to be linked to conflicts of logic. The stakes of power, particularly political, locoregional and national, condition the sustainability of the center and its humanitarian mission. The recognition of the work of volunteers is one of the levers available to resolve some of the conflicts observed.
